How to give "pending" status member privileges

When a user registers as a member and chooses the "pay later" option, their membership status is set to "pending."  It appears that the only way to update that is manually (?)   

The problem:  We need to allow someone with a pending member status to see the automatic discount for an event registration fee (using CiviDiscount extension).

Is there a way I can either: 
1)  Allow the pending member status to be treated as a member  or
2) Change the member status assigned when the pay later option is chosen?

Or ???
