Tokens not populating in browser version of mailing

Any idea on why a tokens, like {contact.email_greeting}, would not work in a browser-based version of a mailing (i.e. view in broswer url)?

They populate if you are logged into Civi, but for the public they appear blank. So I am wondering if it is a permissions thing...

Would granting the permission "access contact reference fields" to anonymous users work?

If so, are there risks to exposing one's contact list with this permission?
