How to use Geo location

I am wondering, can the mailing system choose users to mail based upon their Geo location data ? Is there any facility to do such a thing?
Or even just flexibly building the contacts to mail to based upon the database fields, eg State or City ?

You can do a search with a radius of X miles from a location- then add those people to a group- and then mail to that group.
