Best Practice Question - Import

I am beginning a test import that will be working on a large database from Raiser's Edge. My question is what are the best practices for importing data. Should I start with the contacts first and then fill out the data related to each contact?

Your question is kind of general. Have you read http://book.civicrm.org/user/current/common-workflows/importing-data/ ?
