I work for a civil organization which issues magazine to our members. The non members can subscribe for it. We issues the magazine through email and CD version.

Which is a best way to handle such subscriptions?

Create new organization for the magazine, and handle email and CD subscribers as two member type. Or use groups.

What do you think?

Assuming people pay & their subscriptions have start & end dates you should use memberships.

Whether there is a price difference is likely to affect how you record the different types. But, two membership types looks like a good option.
