Drupal ID not being created when new contact added

I have a site that for some reason is not creating a new drupal account each time i create a new contact inside of civicrm. Also if there is a user that does not have an email address and i add it, that person does not get a drupal id created for them. What setting can i tweak to get this to work for me. I had an older version that always did this for me but now after upgrading and making a lot of changes i cannot track down the problem.

CiviCRM does not create a new Drupal user when a CiviCRM contact is added. It does create a new CiviCRM contact when a new user logs in to your site (or links the new user to an existing contact based on email address). This behavior is intentional since many sites only want / need a few users who authenticate / login while most of their constituents are only stored as CiviCRM contacts.

CiviCRM does require an email address in the Drupal user account an in the CiviCRM contact to synch and link user to contact.

The folks at Fuzion.co.nz have written a nifty piece of code that creates a Drupal user and fires out the welcome email when you tag a civicrm contact.
