Using PCP with Event

I have the latest civicrm 4.3.5, latest joomla, PHP 5.3 and MYSQL 5.5.

I have an event that I want to be able to link to a Personal Campaign registration page. But after initially setting this up on the event page, it gives we the following error:

"Sorry but we are not able to provide this at the moment. You do not have permission to access this page"

Also when I try to register for an event it does not give the link to the register a PCP page even though it shows as being enabled in the event page.

It seems to me to be some sort of permissions problem, but I can not find anything that relates to this in the Joomla permissions. This problem occurs even with the Super Administrator that has full permissions on all areas.

I am stumped. Can anyone help with where I should look to fix this permissions issue?

can you try doing the same thing on the joomla demo server and see what it does. might help isolate the issue
