Customized contribution page

I need to make a highly customized contribution page, but can't find much documentation...

We need: user-selectable campaign, translation into multiple languages, IP geolocation, advanced styling and much more.
I'm also writing a payment processor for GlobalCollect.

What would be the best approach: Customizing Civi templates or writing a new page from the ground up..?

I don't think you have much choice but to work within templates. You can also use buildform hooks to alter the content both before and after it gets submitted.
