Membership Rollover Day not impacting membership end date

Last day of the month today so I finally got around to testing the membership rollover date.

I modified an existing membership type (for testing) to be 12 month fixed with a rollover date of 25.  When I either create a new membership or renew an existing membership that is set to expire today, the end date of the new/renewal is still set to August 31, 2014.  It seems it should be setting, based on the rollover date logic, to September 30,2014.

I also tried to replicate the issue in the joomla sandbox but the permissions seem to be off and the demo user cannot view/modify contact details.

Does anyone have this working on a production site that can fill me in on whether or not my assumptions about the way this is supposed to work are correct?
