UI improvement for Search builder operators

Hi there,

While doing a training recently, a user asked me, "What does '!=' mean?".  I had to explain that this was technical shorthand for "does not equal".  However, when using CiviReports, we saw that the SQL operators had been replaced with non-technical alternatives, like the phrase "does not equal".

Can we redo Search Builder such that we use plain English (or the language of your choice) for the operators to match the reports?  I realize that some operators such as "RLIKE" don't have a good plain English equivalent, but we can make Search Builder more usable with not too much work.
