"Address is same as above" option N/A

I'm noticing that within my Contribution form, if I only have one option for a Payment Processor (in my case Pay Pal Pro for credit card transactions) the user doesn't have the option to select the checkbox "Address is same as above" but if I had another option for payment available, then the user selects the radio button for "Credit Card" the checkbox the appears
