user warning: Smarty error: unable to read resource: "CRM/Upgrade/Base.tpl" in /home/xxxxxx/public_html/dbdev/sites/all/modules/civicrm/packages/Smarty/Smarty.class.php on line 1095.
I'm getting this error on a 1.9 -> 2.0 upgrade which fails at the first step.  Base.tpl does exist in /home/xxxxxx/public_html/dbdev/sites/all/modules/civicrm/CRM/Upgrade/ but it looks like it's not being seen for some reason.

Any suggestions?  I've checked permissions but after that I'm stumped.

I re-uploaded the latest CiviCRM which appears to have solved this problem.  Unfortunately I'm now getting foreign key errors when I try to rebuild the 1.9 database.  I'll post a new thread.
