Install code for multi-lingual sites??

We thought we were following the correct coding standards for internationalization and localization for one of our extensions, but it didn't install properly on a multilingual site. We needed to hand code references to the option_group title for each enabled language (en_CA, fr_CA).

What is the correct way to code something like https://github.com/JMAConsulting/biz.jmaconsulting.grantprofiles/blob/4.3/sql/civicrm_msg_template.tpl#L40 ?
