This may be a permissions error, who knows.  I've been able to finally get a clean install of CiviCRM but my css and images are missing.  Not sure what else.  The properties of the images say they are in the root directory i/admin/small/etc...  This directory was not installed when I installed the component, nor the css.  I don't remember these directories being created when I installed 1.9.

those subfolders are in administrator/components/com_civicrm/civicrm/

Also go to Administer CiviCRM > Global Settings > Directories and also Resources (two links on the global settings page) and make sure the correct folders are referenced.

Thanks, I'll try that.  I've no idea why it set up this way.
