Add enable components to the Configuration check list ?

I think that "Enable components" should be added to the configuration check list, probably under the Site Configuration section.

I am happy to submit a patch to do that.

I thought perhaps I should expand on this. 

This topic was prompted by CRM-12387, http://forum.civicrm.org/index.php/topic,28450.0.html  and my experiences when I was a new user to CiviCRM.

Although each component chapter details how to enable that component, I see it a a part of the basic configuration of the site.
