Using CiviCRM 4.3.5 - I wasn't sure from the documentation and CiviCRM 'Demo', but it seems that in order to 'test' a payment processor such as Authorize.net or PayPal.com with a 'sandbox' or 'test' url, one has to have set up and paid for a SSL certificate likfe from Verisign, first, right? b/c the transaction is going over httpS.
  And, the 'dummy' processor that is configured as an example in Payment Processors will not process payments, right? I selected the dummy processor for an Event but just get an error message indicating that I need to a valid configure a payment processor.
I configured a test processor for Authorize but since  I haven't bought & configured a Verisign account at this point, I can't really test credit-card payment handling.

The dummy payment processor does work. You have to enable it on your event configuation.
Then when registering for the event, use credit card type Visa and number 4111111111111111
