Here's my scenario:

Several of our online schools use pastoral reference forms. We are looking for a way to send the pastor a link to a set of questions (a profile form) that is tied to the STUDENT's contact. So the pastor would visit the url and fill in the fields, and we would see the results on the student's contact record in CiviCRM. We're using Joomla, but since this doesn't require logins, I don't think the cms matters here.

Can this be done with CiviCRM?

yes

You can send the pastor a "checksum" link to the profile with the contact id and checksum. Your main hurdle would be to generate the email to the pastor (a different contact id)
with a link to edit the profile of a student
