Custom Data Activity Entity

I have a custom data type that will not let me specify the type of activity that i want this entity associated with. Why is it not giving me the option to select the activity type?

On the attached picture you see one custom data set (MCLE) that attaches to all activities. i need to specify that this custom data only goes on a certain type of activity like in the (status history) file attached.

Any thoughts?

i tried to reproduce on demo server but it always works correctly for me on there and i never have this issue. -FYI, I created this custom data while in a previous version of civicrm.
