Add States and Counties

Hi:

I've figured out how to add states and counties not included in installation.
I will add this information for my country (Chile), and I wish to make it available for everyone.
There's a way to add this into a fixture file and make it available?

might be good to make this into a civicrm extension and host it on github (or your favorite code repository)

If you finally work on the module, I'd like reuse your code to add Catalan counties:

There I post a simple SQL query to do it, but maybe a extension/module could be more useful...
