Uploading a file attachment to a contact note

I am trying to upload a file via CiviCRM’s attachment to a note on the note tab of a contact. Every time I try I get the following error message:

Sorry but we are not able to provide this at the moment.
Could not move custom file to custom upload directory

I have the following settings:
Custom files: C:/apache2/htdocs/drupal/sites/default/files/civicrm/custom
Temporary files: C:/apache2/htdocs/drupal/upload

I noticed that whenever the upload fails the file ends up in the ‘Temporary files’ directory. If I edit the contact but instead of trying to upload a file to a note but instead upload a contact image that file does end up in the custom files directory. It’s only when the file is a note attachment that it ends up in the Custom files directory. Any thoughts as to why this might be happening?

if i had to guess, civi is not doing the right thing for windows. most of us are on *nix and have limited ability to look at this issue. would be great if you can investigate and submit a patch for this

I'll look deeper into it. It was working up until mid Sept. and I can't for the life of me figure out what might have been changed since then. We use to run this on Linux but our IT department decided we were to be an all Windows shop. I'll see what I can find out.
