Dashboard: Disable configuration for some roles

I have a need to limit a particular Role to just viewing a predefined dashboard item and not allowing users in the Role to configure their dashboard. How would I go about doing this?

This would likely involve a bit of custom code - maybe a template override (although those are no fun to maintain)
