Import contributions missing from menu

My user's role has the correct permissions:

Import Contribution => edit contributions       + access CiviContribute

(from http://wiki.civicrm.org/confluence/display/CRMDOC/Default+Permissions+and+Roles)

I have rebuilt the menu but the item doesn't appear.

Can you edit the main menu and verify that the menu item exists?

Yes, it is in the Navigation Menu as it should be. It shows up as being visible for permissions:

CiviContribute: Access CiviContribute
CiviCRM: administer CiviCRM
CiviContribute: edit contributions

I should specify - I found that the user can see the page and import contributions - they just can't see the menu item.

Apparently the Operator is AND for that list of permissions, so I removed Administer CiviCRM and it worked.
