Advocacy, Engagement, contacting elected officials - best strategy?

I hope someone can point me in the right direction. I've been looking around and am finding a few things that are 2-3 years old, and mostly addressing the US context.

One thing we want to achieve is to be able to do targetted emails to our members, based on which electoral regions they are in. I have all the required information living in an MS Access database (yes, I know!), in three tables:

1- Members table (member name / post code)
2- Elected official table (elected name / electoral area)
3- Electoral area (area name / post code)

I can select an elected official, and get all the people that live in their area. So far so good.

How can I use this to send emails through CiviCRM? What would be the best approach? It looks like CiviEngage might get me part of the way there, although it appears heavily targetted to the US context, and it's only available on Drupal - we're building a WordPress site.

is your goal to make civimail work with the emails in your MS access DB? that might be a long uphill battle to climb, IMO

a easier approach might be to import your members into civicrm and bid adieu to your MS Access DB

Oh heck no! If I can kick Access goodbye, I'd be eternally grateful. Access is just a temporary jumping point that I've used to be able to make sense of data that was thrown at me in Excel, CSV, TXT and MS Word formats :D

Definite goal is to run all (and maintain data) via Civi.
