Can not Create NEW MAILING, ERROR

Getiing this message when I try to create a new mailing. Can not figure out what is the problem... can anyone help please? thanks

As message suggest, you should first create a group of type "mailing list" in order to sent mailings using CiviMail

CiviMail mails to groups, not individual contacts. Therefore, normally this means that you have not yet created a group, or if you have, that you did not specify them as a mailing group when creating it.
Create a group, choose the mailing list option and then add someone to it. Then try again.

I tried to do that and its another problem, I can't find any option to create a Group anywhere in the settings....

EDIT: Thank you guys for your reply. I have figured out an alternative. Thanks again :)

I would suggest checking http://book.civicrm.org/user/current/organising-your-data/groups-and-tags/

Can you also make sure your role and permission are correct.
