Is News dashlet available for CCRM 4.1.5?

I see this on a more recent release and want to know how to configure it for 4.1.5, if that can be done.

No. That feature was added in 4.3.
If you really wanted to you could backport the patch, but I recommend upgrading instead. 4.1 is no longer supported and has a large number of security vulnerabilities.
