Cannot Reset Menus

Just upgraded from 4.1.6 to 4.2.11, then 4.3.7, and finally 4.4.1. The menus however do not match the wiki guides nor the demo http://joomla.demo.civicrm.org/. Specifically the "Administer" menu is very different in my version. I've tried using the reset menus url, but nothing ever happens. What other options do I have for refreshing the menus?

Tried: http://mysite.org/administrator/index.php?option=com_civicrm&task=civicrm/menu/rebuild&reset=1

The "menu/rebuild" action doesn't do what you are thinking. It's really just a cache flush.
If you want to alter the CiviCRM menubar you need to do that manually at http://mysite.org/administrator/index.php?option=com_civicrm&task=civicrm/admin/menu&reset=1
AFAIK there is no way to "reset" the menubar to factory defaults. Although adding such an option would be nice if you or someone else would like to work on that feature.

So just to confirm, when a new version add new options and therefore new menus, these are not added to the menu system automatically. I must find new settings, pages, features, etc. and add those to the menus manually? Furthermore, if the menus have been reorganized, I must also manually reorganize the menus?
