Access Denied problem

Two authenticated users are set up in Drupal in the role of 'CiviCRM user' and have Drupal permissions set on for all CiviCRM functions.  They are not Drupal administrators (they don't need to be), but they are in the CiviCRM Administrators group and can perform most functions OK, but with a couple of exceptions:
1. If they submit a mailing, the mailing doesn't get sent.  It has to be manually submitted by the Admin user (me).
2. If they look at an email activity, then click on 'View' they get 'Access Denied'.
They also seem to get a few 'Access Denied' problems elsewhere.

We are not using ACLs at all.  The number 1 user - Admin - works 100%.  But these 2 user-administrators are having these access problems.  Can anyone advise?

...More on this problem. which is still unresolved.  I notice that the Scheduled Mailing job, which is set to run every time cron runs (every 30 minutes) actually runs to an erratic schedule.   Today it hasn't run since 13:30 so just before 17:00 I set it to run Hourly, which didn't work - it didn't run at 17:00.  Maybe this is the real problem?

That might be the problem. Have someone trigger cron manually to test....
