if i want to have 2 x relationships
a/ Child of/Mother of 
b/ Child of/Father of

I get stopped due to "Label already exists"

I can't just saving with some other Label, then resave with the label i want

Will I get bitten if I edit the Labels in the db so they are both 'child of'?

why do they want 2 relationships rather than being able to see at a glance on the child's record who the mum is and who the dad is?

social service agency type that needs that info - and no, working with gender + child/parent does not suffice
