We have been using Civi for a year or so.  Can I change the Fiscal Year Start under Date Settings without any unexpected consequences?  IE: will this only effect reports or something internal that will be affected that I need to be aware of?

That field doesn't get used for much (mostly reports I think). Changing it should be safe.
