Displayed error message on open_basedir

I'm setting a fresh Civicrm Drupal 4.2 (because 4.3 have also the same problem).
The following message is displayed :

Warning: is_dir(): open_basedir restriction in effect. File(/usr/share/pear/CRM/Utils/Address) is not within the allowed path(s): (/.../web:/.../private:/.../tmp:/.../web:/srv/.../web:/usr/share/php5:/usr/share/php:/tmp:/usr/share/phpmyadmin:/etc/phpmyadmin:/var/lib/phpmyadmin) in CRM_Utils_System::listIncludeFiles() (line 1486 of /.../web/sites/all/modules/civicrm/CRM/Utils/System.php).

I don't understand where is the problem, becouse the open_basedir is off in my php.ini.

An idea ?

open_basedir is somehow enabled. Ask your host why.

Thanks for your answer.
This hosting is a dedicated server, I've a root access on it !
Could you give me some infos on what I have I to do to check where the misconfiguration comes from, and solve this problem ?
I don't understand, because open_basedir is off in my php.ini. Maybe it comes from any .htacces that secure access for public and private files.
I've create a phpinfo.php file, available here :

There are multiple php.ini files. Look at the top 6 rows of the URL you posted.
