Block event registration for unauthenticated users?

I updated from 4.1 (inherited from previous develper) to 4.4.3 on Drupal 7.  I'm experiencing an issue that allows unauthenticated users to register for events even though I've disabled that in the drupal permissions.  Specifically, I have "CiviEvent: register for events " unchecked for "Anonymous user and checked for authenticated (and other) roles."

Before the update the "Register Now" button was hidden for users that weren't logged in.  If you tried to go to the URL of the registration page (via a cut and paste) of the event, it gave you a "you don't have permission to view this page" notice.  The registration is now visible, and the registration page is accessible. 

BTW-- I even tried to remove all roles from this permission, but registration is still possible.

Any ideas?
