Hi,

I am trying to configure a mailing list sign-up process just like the one that is online on civi page here:

https://civicrm.org/civicrm/mailing/subscribe?reset=1

The process that seems to work on this page is:

1. guest provides email address and selects mailing lists to join

2. I see the text:

Enter your email address and check the box next to each mailing list you want to join. Then click the Subscribe button. You will receive a confirmation request via email for each selected list. Activate your subscription to each list by responding to the corresponding confirmation email.

3. The system seems to know if mailing list has already been joined. And if so you see a message like:

You are already subscribed in Ambassadors, your subscription is Added.
Your subscription request has been submitted for UK mailing list. Check your inbox shortly for the confirmation email(s). If you do not see a confirmation email, please check your spam/junk mail folder.

Questions are:

1. Is this a configurable process in civi or is some extra drupal functionality ?

2. If this is standard civi functionality please provide any reference for creating this double opt-in process as I cannot find anything relevant.

That is out-of-the box Civi functionality. As opposed to the "subscribe to our newsletter" box at the top, which is a drupal-civi webform.
I didn't think we were using that page though. Where did you find a link to it?

All newsletters I get from civi have this link in footer.

That is standard Civi functionality and has been around for a long long time without any significant changes. That page implicitly assume double opt-in and displays ALL public groups in your group setting. It has no configurability
