Phone Banking

Sorry for the total newbie question, but has anyone found a great way to use CiviCRM for phone banking? I'm thinking of identifying folks that I need to call as well as identifying folks who have been contacted. People refer to 'phone banking pools' and I guess that is what I'm trying to figure out.

Any help would be great.
