Privileges needed to Manage Groups under Joomla?

What privileges are needed so a user can use Manage Groups functionality?  CiviCRM: edit groups doesn't seem to be enough; the group search returns nothing in two of our instances.

Many thanks.  It was Edit Contacts, but shouldn't it be Edit Groups?

Edit groups let you create/modify the definitions/members of your groups.

However, the members of the group are contacts, so you need view/edit all contacts to see them.
