Two similar and confusing fields when creating a survey

When creating a survey, the user is asked to fill in two fields which seem confusingly similar:

Maximum reserved at one time (Maximum number of contacts that can be reserved for an interviewer at one time.)
Total reserved per interviewer    (Maximum total number of contacts that can be in a reserved state for an interviewer.)

The first controls how many contacts you can reserve with on submit click. The second controls how many contacts you can reserve if you do by filling out the reserve form multiple times. (it took my quite a few minutes and reviewing the code to confirm what these two numbers do).

I think minimally we should re-write the language so it's a little clearer. But while we're on the topic, can we simply removed the "Maxium reserved at one time"? I'm having a hard time understanding the use case when you would want to have a different number for "Total reserved per interviewer" and "Maximum reserved at one time"?
