For registering additional participant CiviCRM asking for first name and last name, OR email address but i want to allow primary participant to enter his personal info. and get multiple ticket. Is it possible to register additional participant with only   primary participant info. without creating contact for each participant  like single person purchasing multiple ticket?

You will need to create a price set for the event and create a field with the input type of text/Numeric Quantity.  Put the cost of registration for one person  into the price field.

That way a primary participant can choose how many registrations/tickets he wants.
