Can CiviCRM do this:

Background:

We internally use a fundraiser similar to a walk-a-thon (actualy is a "March-A-Thon") where individuals collect sponsors,  participants run event, sponsor send payments (attributed to both the individual, optionally teams *and* the campaign.  This entire process is run on paper and snail mail.  Lots of administrative overhead but as a fundraiser it's pretty darn successful.

Use Case:

We'd like to offer this fundraiser as a service using CiviCRM. 

Presumably we create an event (and/or a campaign?) and then somehow use personal campaign pages to let end-users sign to partiicpate in the fundraisers, solicit sponsors,  collect payments, and eventually send a check (less an administrative fee) to sponsoring organization.

We need to be able to provide reporting on the public side of the website on all three levels (individual, team, and organization/campaign). In addition to online transaction we also need to be able process snail mail checks.

Question:

Can I do all this with Joomla/CiviCRM?
