Event with some paying and some free

We have an event where there are parents/guardians with child/children.  There is a small fee for the children to cover materials costs and optionally if the parents/guardians wish to participate they can and would be charged the same materials fees.  I found someone doing something similar in the forum by using a price set so I have a price set configured as Participating ($5) or Not Participating ($0)

What I've run into is if Participant 1 (typically the parent or guardian) is Not Participating, CiviEvent won't allow any of the other registrations (Participant 2+) to select Participating and go any further.  The error is

Please correct the following errors in the form fields below:
Your payment information looks incomplete. Please go back to the main registration page, to complete payment information.

My assumption is that CiviEvent is trying to associate the first registrant that has a fee as the one responsible for payment and not always Participant 1.  Our additional registrant profile is only first/last name and age since it's for the kids and that's all we need on them.

Just checking to see if others have a way of handling chaperoned events where you don't necessarily want to charge the chaperone before I start looking at hacking code.

What version of CiviCRM. There was an issue in the 4.2 stream by which a Payment Type was required for $0 events. Subsequent upgrades removed that restriction.

We have 4.4.3.  I'll double-check the Payment Type to see if I have something going on there.

So, I've run across this now, too. If you register 1 person and select the $0 value event, the payment type area is hidden (as it should be), however if you are registering more than one, it asks you to select a payment type. I think this is working as designed because if the 5th person's registration has a fee, you need to know up front the payment type so that the registration can be processed.
