Error Message open_basedir curl_setopt()

Hi everybody !

On my VPS Debian GNU/Linux 7, the following message appears :

Warning : curl_setopt(): CURLOPT_FOLLOWLOCATION cannot be activated when an open_basedir is set dans CRM_Utils_HttpClient->createCurl() (line 192 in /path-to-drupal/sites/all/modules/civicrm/CRM/Utils/HttpClient.php).

I've aleady tried the following solutions :

Have added to php.ini (and restart Apache2) :
php_value safe_mode = Off
php_value open_basedir "/var/www/clients/client2/web19/web/sites/all/modules/civicrm/CRM/Utils/"

But message still present !

An idea ?
