Help with 404 error when using PayPal IPN

Here's an example of a link that PayPal is trying to return:
http://www.iowayouthchorus.org/wp4civicrm/wp-content/plugins/civicrm/civicrm/extern/ipn.php?reset=1&contactID=98&contributionID=68&module=event&eventID=6&participantID=66

I get a 404 error when I visit this page.

When I take away the parameters and just use: http://www.iowayouthchorus.org/wp4civicrm/wp-content/plugins/civicrm/civicrm/extern/ipn.php

I still get the 404 error.

I've tried to follow various posts on this board and google and have not be able to solve for.

I'm using WordPress 3.7 and CiviCRM 4.2.10 and PayPal Standard with CiviEVENT.

I've checked permissions on the EXTERN folder they are 755 and checked the IPN.PHP file and they are 644.
