Making required fields active only for new members and expired memberships

I am trying to wrap my head around how to make this work. We have a multi chapter organization and will be providing membership contribution forms for all of our chapters. We have figured out how to use price sets + required fields to make a new user to sign up as a member of the umbrella organization and a chapter of their choice + allows them to choose to support any of the other chapters. The problem is because civicrm makes the exact same form available to current members if they choose to come back later to join another chapter they are forced to renew the primary membership again because it is a required field.

I would like to know how to redirect current members to an alternate version of the form without required fields or use rules to disable the requirement for users with current membership.

I am also wondering if there is a way of giving the members a different role in wordpress when they have current memberships than when they are pending or expired.

if users are mostly getting to the renewal page after clicking on a link in a reminder email about renewing, then that link could send them off to a different Contribution page that could/should work as you want. Perhaps
