I know this is an old issue, but the published recipies does not seem to work.
the know recipie is to remove  Config.IDS.ini to have it recreated. Also templates.
Also tried drush cache-clear drush, update civicrm_domain set config_backend = null; , /index.php?q=civicrm/admin/setting/updateConfigBackend&reset=1

Nothing fixes the problem in a sistematic way.

What I observe is:
- that error happens erratically, like 10%-20% of page loads, for example at /civicrm/mailing/subscribe
- I need to hard reload the page several times, until eventually the page shows up again (with lots of warnings as "line 208 of /var/www/civicrm2/drupal-7.26/sites/all/modules/civicrm/packages/IDS/Filter/Storage.php")
- Each time the problem arises, the Config.IDS.ini is recreated, always with the same information. nothing changes in content. only the date of the file.

It happens both in a production site and a fresh installed test site. Both at the same server. Some server issue? other drupal based sites works fine.

Any suggestion is warmly welcome.
