I am looking at some email templates that someone else set up. I created another topic on the {domain.address} not being rendered - thanks for your responses on that.

Since {domain.address} is not being rendered, I can assume that CiviMail is not being used here. The template has the {action.unsubscribeUrl} token with the" Click here to unsubscribe" text.

My question is: does the {action.unsubscribeUrl} actually do anything in this context? It seems like it doesn't and that I should remove it from the templates.

Given that "Message Templates" can be used in both 'Send Email to Contacts' workflow and in CiviMail mailings - you probably need to decide and demarcate expected usage for these email templates. In the "Send Email to Contacts" workflow Unsubscribe is meaningless as you've noted.
