Make tags and mailing templates manageable by non-admins

Hello,

First time posting here, so I hope I'm in the right place.

I am currently working on the ACLs to permit some user groups to manage their contacts contacts, but it turns out that they can't create new tags, because the relevant pages are under
<civicrmroot>/admin/tags (while the groups management page, for example, is <civicrmroot>/group)

The same thing happens for mailing templates, which are under <civicrmroot>/admin/messageTemplates instead of something like <civicrmroot>/mailings/messageTemplates...

Would it be possible to move those pages out of the admin-only area ?
