In the BootCamp Melbourne, I recall Lobo saying that CiviMail might in future remove the VERP unsubscribe facility, and handle it only via HTTP.

I just noticed this on www.spam.govt.nz:

No. The Unsolicited Electronic Messages Act stipulates that your unsubscribe function needs to be clear and conspicuous, free, likely to be functional for at least 30 days after the original message is sent, and able to be sent using the same method of communication that was used to send the original message.

but later continues,

A web-based link is fine provided that you don’t make it unnecessarily difficult for someone to unsubscribe.

Given the above, it seems this approach will be fine in NZ. However, it did make me wonder (until I saw the second answer) if some countries may REQUIRE unsubscribe by email as an option.

Might be worth considering before removing VERP ubsubscribe and optOut, especially if keeping them in does no harm.
