I am not entirely if this is a Civimail issue, a Civireport issue, or just normal behaviour?

On a mass mailing after completion, Civimail offers a report of open, forward, click etc. Civireport also offer a report of mail open.

On the same mass mail I have two different figures.
In the attached sceenshots Civimail reports 188 opens and Civireport tells me 247 opens.

Can someone perhaps clarify this for me?

I am observing this problem, too. I wonder if it is related to the option to track multiple opens by the same person? Perhaps the report counts all opens (including repeats) and the mailing summary shows only the number of distinct recipients who opened it. Other statistics look suspect to me, as well. I have done a mailing to five recipient groups, some that have not been updated since 2012. All five report 100% successful deliveries (a total of 885). There were either 245 opens (mailing summaries) or 552 (report). On one, the report shows an open rate of 202.44%.
