Wordpress Install Error on Windows 7 after green requirements check

I am trying to install a standalone version on my PC before I install on server. I was able to check the requirements, everything came back green but when I install I get this error message:
"Cannot open mysql://wordpressuser213:m_r?ubM!%4Ff@localhost/wordpress213?new_link=true: DB Error: connect failed"

The username and password are correct. Can someone please provide some suggestions/help on what to do next?

Not sure. Perhaps try replacing the initial mysql with mysqli. There's a small chance that would help.
