error when registering for a paid event

I'm having issues when people try to register for an event. If they already exist in the database it throws an error:

Sorry but we are not able to provide this at the moment.
Cannot find participant ID


Anyone have this issue?

Check in your "Contacts" > "Find and Merge Duplicate Contacts" CiviCRM menu item and confirm that you have an "Unsupervised" rule established. 

Secondly check to see what that unsupervised rule is.  Is it "email only"?

If so, is the profile on the event page collecting email?  If not, add email to the profile.
