What CiviCRM and Joomla permissions does the "CRON user" need

I am have been trying to find what minimum Joomla and CiviCRM permissions does the unique CRON user need to run the cli.php job and any of the other CRON jobs?

Cron User needs to be a SuperUser in Joomla.
