Address, Tags and Custom info sections inaccessible

I am experiencing a weird phenomenon where the sections at the bottom of the edit screen for contacts are not accessible. I see the bars labeled "Address" and "Tags and Groups" but they don't respond when clicked on. I can't recall having changed anything recently.

Sounds like a jQuery error, as this is necessary to open the tabs.   Upgrade CiviCRM to the latest version first.  Then use a browser "debug" or "console" program (Firebug is such an example) to check for jQuery conflicts. 

If you see an error, switch to a default theme and clear caches.  See if the problem goes away.

I agree with CiviTeacher - but wanted to add that I've seen this happen when your directories (Administer -> System Settings -> Directories) are incorrect - for instance, I moved CiviCRM once from:
/var/www/mysite/sites/all/modules/civicrm

to:
/var/www/mysite/sites/all/modules/contrib/civicrm

And that caused the same symptoms you're describing!
